Usage Metrics Report missing

Hi, I have created a Usage Metrics report in the past but can't find the option to do that now.  Has anyone else experienced this?  Am I in the wrong spot or was this feature moved to another menu lo...

Thanks.  I have checked all the prerequisites and I meet their requirements.  This is very confusing, considering I have created a metrics usage report in the past.
