Perhaps it could be because of the way you selected the values from field parameters, perhaps the old selection still persists. You can try using Single Value or Force Selection. Also, to test it, I would allow multiple selections, and then always deselect existing and only then choose a new one.
Also, make sure that you measure correctly, ignore all displayed dimensions (the AC, AL, ... column)

Helper III've tried all the possibilities you mention and it is the same behavor.
Anyway, since it works with the labels (and its colors), I'm guessing it is a Power BI bug.
