what is the purpose of below "Tooltip" option, i am looking at Bar and Clustered Column Chart. There is a Tooltip option already available under the General option they why this option is provided ...
General → Tooltip = turns the tooltip ON/OFF and controls its settings.
Tooltip field = lets you choose what extra information appears when you hover over a bar/column.
Example:
Your chart shows Sales.
You can put Profit and Quantity in Tooltip → when you hover over Sales, you also see Profit and Quantity.
So: General = control the tooltip; Tooltip field = add extra data

There is a tooltip option already available under Format-> General then what is the purpose of this option

Resolver I
Resolver IThe one found in the "Format-> General" is what it says, its formatting options. It gives you the ability to turn it off or change its behaviour.
The one on the 'Add data to your visual' pane is so you can add additional fields to be displayed.
