Tooltip option
General → Tooltip = turns the tooltip ON/OFF and controls its settings.
Tooltip field = lets you choose what extra information appears when you hover over a bar/column.
Example:
Your chart shows Sales.
You can put Profit and Quantity in Tooltip → when you hover over Sales, you also see Profit and Quantity.
So: General = control the tooltip; Tooltip field = add extra data
It gives you the ability to show values inside the tooltip that are not shown inside the bar chart itself. For example, imagine you have a Month on Month column chart. You might want to show the raw values in the tooltip but not on the chart itself.

Resolver I
The one found in the "Format-> General" is what it says, its formatting options. It gives you the ability to turn it off or change its behaviour.
The one on the 'Add data to your visual' pane is so you can add additional fields to be displayed.
