Are you referring to Rectangle in Shapes?
As of now ,it doesn't support to create tootips for a rectangle shape.
As a workaround ,you can try to use a card visual to create a custom tooltip page.
You can check if this attached pbix file helps.

but is should be a tooltip. In the near future there will be also a chart added into the tooltip.

Community Championjoshua1990 It is possible to have a chart as a tooltip. You can create a custom tooltip in the form of chart and then use it as tooltip.
