Implement paging in API

Hey guys!

hope everyone is well!
I'm trying to create a paginated API code below is ok, but it doesn't return all the records of the pages. How could I implement pagination in code?
I've already checked in other posts with solutions, but I couldn't implement it in my code.
Can anybody help me?
