Help Creating Control Chart From Simple Dataset

Hello - I am trying to create a control chart from a very basic data set (report_month and risk_score).  I've watched a few videos and read a few articles and I have a general idea how to do this but...

Upper and lower bounds should 3 standard deviations from the central line.

Your data is way too volatile for that.  The standard deviation is already 25.67

 

 

This process is not controllable that way.

 

what's the expected population size for the second part?
