    sovereignauto , Try a new column in table 2 like

    new column =
    var _min = Minx(filter(Table1, Table1[ref] = Table2[ref] && Table1[Type] = "AACN"), Table1[DateTime])
    return
    Maxx(filter(Table1, Table1[ref] = Table2[ref] && Table1[Type] = "AACN" && Table1[DateTime] =_min), Table1[user])
