You could try to create a new table by dax.
Table = ADDCOLUMNS( EXCEPT(VALUES(TableA[ChildPlus Name]),VALUES(TableB[ChildPlus Name])), "site",CALCULATE(MAX('TableA'[Program name]),FILTER('TableA',[ChildPlus Name]=EARLIER(TableA[ChildPlus Name]))))the final show:
