Export should remove 0 values.
I have added +0 at the end of the measure to fix the x axis. Chart is showing the x axis values where value is 0 its working fine to me. But the client requirement is while exporting the chart data ...

I do not think that is currely possible. The export file is either what the visual looks like ( for matrices) or the underlying data. My suggestion would be to use field parameters so the visual can toggle between [measure] + 0 or just the plain measure. It is an additional step but can be a workaround.
