Based on your description, I created data to reproduce your scenario. The pbix file is attached in the end.

 

You may create measures as below.

Top Active = 
COALESCE(
    CALCULATE(
        DISTINCTCOUNT('Table'[ID]),

        )

)
Top Retired = 
COALESCE(
    CALCULATE(

        )
    ),0
)
Top On Hold = 
COALESCE(
    CALCULATE(
        DISTINCTCOUNT('Table'[ID]),

)
Top Migrated to AWS = 
COALESCE(
    CALCULATE(
