It doesn't seem like a Fabric issue. Maybe your browser's locale (or system's) time-format preferences is causing it. Can you try to:
1) Refresh the environment (icon on top-left corner). I think, you would have already done that.
2) Try opening Fabric in private mode on a different browser. (My best bet is on this!🙂)
3) As a last resort, try changing your system's settings to 12-hour format, if it's 24-hr.
The intent is to get 12-hr format in the dropdown itself.

This didnt work unfortunately. I managed to type in 10:00AM and 12:00PM and the error prompt disappears, then I can publish straight away which seemed to work. It doesnt accept times starting with 0 so 09:00AM for example. Even after publishing it defaults back the values in the drop down without AM/PM and prompts the error. Can I ask how you determined it doesnt seem to be a Fabric issue?
EDIT: Ive also found that adding the times without the leading zero works (even though it prompts for HH:MM AM/PM format) so 9:00AM works as long as you type it out, click away and publish straight away without saving. It gives a "publish succeeded" message then reverts the values back to choices within the drop down and shows the error. Its workable but definitely seems to be an issue with the page itself.
