The behavior you're seeing is expected based on the current Fabric trial experience.

The "Change size" option is only available for eligible trial tenants. Microsoft determines eligibility based on factors such as the tenant, region, subscription, and internal provisioning policies. As noted in the documentation, not all trial capacities can be upgraded from F4 to a larger size (such as F64).

Since the Change size button isn't visible, it generally means your tenant isn't currently eligible for a trial capacity upgrade through self-service.

    What are your options?

    • Verify you're a Fabric Administrator or Global Administrator, as only users with the appropriate permissions can manage trial capacities.

    • Confirm you're viewing the Trial Capacity settings in the Fabric Admin portal, where the option would appear if your tenant is eligible.

    • If the option still isn't available, there isn't a manual way to force the upgrade from the portal.

If you don't have access to a Microsoft sales representative, you can:

    • Contact your organization's Microsoft account team (if applicable).

    • Post in the Microsoft Fabric Community (as you've done) to see if a Microsoft moderator can advise whether your tenant is eligible.

    • Open a support request through the Microsoft 365 or Azure portal if your organization has a support plan. Unfortunately, trial tenants without a support contract typically can't create technical support tickets for this type of request.

If you specifically need F64 for testing larger workloads, the most reliable option is to purchase (or have your organization provision) a Fabric capacity, as trial upgrades aren't guaranteed to be available for every tenant.
