I would like to know if a customer or a organization should run Power BI premium service single capacity for all workloads ( Dev , Test and Prod ) or should purchase always 2 capacities which would be one for Dev and Test and one for Prod ?
Other informaton
1 .Customer has 100 active users any time as per metrics utilization report
2 . Total size of datasets cumulative from Test ,Dev and Prod is 30 GB.
3 . The biggest dataset size is 12 gb
4 . Total reports across all 3 environments would be 150 .
5. Dev and Test refreshes are adhoc and unpredictable
6 . Prod will have 30 refreshes per day
7 . Current capacity is P1

It depends, based on the specifications listed here I would run a single capacity, but there are benefits to having multiple capacities. Benefits of having multiple capacities are e.g. scalability, enhanced security and better cost management. On the other hand, multiple capacities are more complex to manage and their costs may be higher.
