Get APP not working for Power BI Government

Hi,

I have a client using Power BI government (https://app.powerbigov.us/). We are trying to Install template app from the app source, but getting following message "Template apps are currently not available on this cloud. Consider installing an organizational app."

We have enabled "Install Template Apps" for the entire organization under Tenant setting. But still not luck. Are we missing something here?

I wanted to install "Power BI Premium Capacity Utilization and Metrics"

template app to monitor power BI premium capacity utilization, Is there any way to monitor it in PowerBIgov portal without installing template app?
