You can ask them to put their files in a shared folder on network OR on a shared folder in Onedrive for Business/Sharepoint.
Then you can use Folder Connector for local/network OR Sharepoint connector.
Merge the files and whenever data changes in existing files or new files are copied, then Refresh will refresh the merged data.

No gateway needed ?
Gateway is needed only if you are publishing the report through Power BI service (which is on cloud) and you want to access data sources which are on premises through Power BI service. If your data sources are also on cloud, then you don't need Gateway as Power BI service need not enter on-premise network (machines in on-premise network will be behind firewall)
If you are just merging the Excels on your local machine through sources located in your on-premise network/cloud and sharing the merged Excel through mail or shared folder, then Gatway will not be needed.
