Power BI Total Labels Only Show SOME of the Numbers

In Power BI, the "Total labels" only show some of the numbers above the bars.

How do I set it up so all the "Total labels" show numbers?

Does the problem appear in both Power BI Desktop and Service?

Thank you for your response.

Apparently the problem occurred because we had some data in 2024-25 that didn't have a classification with our filters, so it caused the "Total labels" to be blank.

However, I still think the "Total labels" should show numbers at the top of the bars, but maybe there's a reason to the contrary?
