To recreate:
Setup a dashboard and and a filter and tick Require single selection.
Publish the report.
On the published report you can untick the select item and the report will no longer be filtered. You can select multiple tickboxes and the data will filter accordingly.
Perhaps what should be happening is the tickboxes changes from tickbox to radio buttons when Requires single select is ticked.
