I have read up a bit on the differences between Fabric's Pay-As-You-Go model and the Reserved Capacities, both in MS' documentation and in a few other other questions posted here (this and this was helpful). There some things I'm not quite certain about, though, and so I'd like to ask for either confirmation or correction.
1. As I understand it, the Reservations are independent of the actual capacity. If I currently use an F64 and then purchase a reservation for the equivalent of F64, then I do not get a new Capacity. Instead the Reservation pricing is applied to my existing Capacity (or Capacities, if I have multiple the cumulative usage is lower than the Reservation).
2. I can freely scale my capacity and the first x CUs each hour are billed by reservation pricing, and anything beyond the reservation is charged at Pay-As-You-Go pricing.
3. If my current Capacity is lower than my Reservation, then I will still be charged the full price of my Reservation. The same applies if I temporarily stop my Capacity.

2. CUs are billed in 30 second intervals, smoothed over 24 hours-ish. You cannot "freely" scale. If you scale up you cannot scale down again for 24 hrs.
