Weekly tracker fix and fill empty values

Hi there,

I need some kind of way to fill the empty cells in order to show the full progress on a weekly tracking Line Graph.

1) Fill with the last value all the empty spaces

2) If no last-value use 0%

3) Show all the weeks even there are no values
I'm attaching the example I've been working but haven't been able to show it. I tried to generate a separate table but can't find a way to make it work.
How would you do this? Appreciate all the help

1) Fill with the last value all the empty spaces:;

Use 

LastFilledProgress =IF(ISBLANK([category]),CALCULATE(MAX([category]),FILTER(TableName,TableName[Week<EARLIER(TableName[Week]))),[category])

2) If no last-value use 0%

USE: NoLastProgress = IF(ISBLANK([category]) || [category] = 0, 0, [category])

3) Show all the weeks even there are no values

Use the above measures to plot the graph.
