So I have not been very active in creating mobile views, but in a recent project I was asked to do so. To my surprise I noticed that in mobile view the tooltips (using a tooltip page) appears as a completely scrollable pop-up instead of the fimicky tooltips I am used to in Desktop / Service. Can you please make an option where tooltips can remain open for the user to interact with? I often use tooltips to provide a glance view of what goes behind a number in a visual. It's simpler and quicker than right-click --> drill through and going to a page then back. But tooltips are extremely fimicky. You move your mouse just a bit and it repositions, closes, or jumps to show the next tooltip. The pop-up style tooltip would allow the user to dive deeper behind data without leaving the page.

It is not a perfect solution but have you tried bookmarks.
You can have an icon in the top right of your visual and when you click it the "tooltip" appears.
Since the bookmark is making a rectangle and visuals appear rather than a bookmark, it is full interative.
If the user clicks a row/column/slice in the visual it will naturally interact with the "tooltip".

Persistent Tooltips: Implement a feature where tooltips can be pinned or locked in place. This way, users can interact with the tooltip content without it disappearing.
Modal Pop-ups: Instead of traditional tooltips, use modal pop-ups that can be triggered by tapping on an element. These pop-ups can remain open until the user closes them, providing a more stable and interactive experience.
Custom Tooltip Implementation: Develop custom tooltips using JavaScript and CSS that can be controlled more precisely. You can add functionality to keep them open until the user decides to close them.
Hover Intent: For desktop views, consider using a hover intent library that delays the appearance of tooltips until the user has hovered over an element for a certain period. This can reduce the "flickering" effect of tooltips.
Feedback and Iteration: Gather feedback from users on how they interact with tooltips and iterate on your design. This can help you find the best balance between usability and functionality.

I think using bookmarks is a good workaround - probably producing even better UX than the built in tooltip option. That said, what prompted the post in the first place is that they do have a working solution already with the native tooltips, but it's only on mobile view.
