Split column to new row

Hello all, 

I'm facing an issue to get my data ready. Some cells may contain 'or' values that are seperated by ». My data is in de following format:

ID	location
1	a » b » c
2	a
3	a
4	a » b
5	a » b » c » d
6	a

I want to have it shown as:

ID	location
1	a
1	b
1	c
2	a
3	a
4	a
4	b
5	a
5	b
5	c
5	d
6	a

Is this possible and if so, how? I prefer to use power query over advanced editor but the solution is the most important!
