Help! The "download this file" option is greyed out for a bunch of reports I recently moved out of a workspace into another. Rather than trying to mess with permissions, I moved a bunch of reports (not their underlying datesets; the reports themselves only) to a new workspace I created in order to go through them one-by-one as they were created by my predecessor. Now, the 'download this file' is greyed out on all of them. I tried moving the reports back into their orginal workspace alongside their datasets but the option to download is still greyed out. The whole idea was exactly to download, review, refresh and then republish!
Any help is very much appreciated.

This is a limitation. You can not download a pbix file from a report which is created in power bi service or copied report. No matter the report is the same workspace as the dataset. If the dataset has been changed by XMLA endpoint or large models or incremental refresh,downloads will also be disabled.

Were these datasets downloadable in the first place? Maybe they had incremental refresh or enhanced storage format?
Note that Reports are more like a fifth wheel on the Dataset wagon. While you can download the PBIX from the report management menu, it is much more common to download the pbix from the dataset management menu.
