Conditional Formatting with -%

Hi  All - been trying for a while to get this and no luck -
The BillvsLogO/U% column are the percentages of the BillvsLog/OU/Amt column
I need conditional formattiing for the BillvsLogO/U% column to be Rules that are

If 0-100% - Green
If < 0 and up to -15% then yellow
If < -15% (a greater -%)  then red

basicallly it should look like the last 2 values

-25.78 %

-38.15 %

are red

-7.65 %

-3.41%

-1.80%

are yellow

and the rest green

I can't get it to work in conditional formatting - doesn't seem to recognize -%

Any ideas?
All help welcome
TY
