Average of open and closed periods

What is the best way to get an overall combined average of percent complete for different target types and open and closed periods?

I have annual employee targets that are employees have the entire year to complete.  
Quarterly targets that are due each quarter and monthly targets due by the end of each month.

I am able to get a percentage complete for each target type, but what is the formula to combine each percent complete, giving more "weight" to target periods that are over.

for example, using April 15th as my date:

annual target is open and 10% complete

quarter target is open 5% complete

montly target is open 10%complete

percent year complete: 35%

percent quart complete: 10%
gow would I roll these into an overall percent complete?
