Ability to create custom functions that can take values

For example, you could create a function that takes a value and returns green if the value is greater than zero and red if it is less. 

This function could be used for different measures.

How can i make a measure or condicional format that returns red to values below the goal and green to values above the goal, taking into account that there is a filter of the country and the provinces, and each province has a different goal
