PBIRS Sep 2026 Bug? Publisher Role Users Cannot View Reports

Hi everyone,

I recently upgraded our Power BI Report Server from the May 2026 release to the September 2026 release, and I encountered a critical change regarding user roles and permissions.

The Issue:

Prior to this update, users who only had the "Publisher" role on a dashboard or folder could successfully view the reports. However, immediately after upgrading to the Sep 2026 version, these users can no longer view their reports and are getting the following error message when trying to access them:

"User permissions error: You do not have permission for this operation. Contact your administrator to obtain the necessary permissions."

The Workaround:

We found that explicitly adding the "Browser" role alongside the "Publisher" role resolves the issue. Since doing this manually for hundreds of dashboards and users was not feasible, I wrote a custom PowerShell script using the native PBIRS REST API to recursively scan the server and automatically grant the "Browser" role to any user who only had the "Publisher" role.

My Questions for the Community:

- Has anyone else experienced this exact issue after upgrading to the September 2026 release?

- Is this an intentional security architecture change by Microsoft in this release, or is it a bug?

Thanks in advance for your insights.

[Bug] Power BI Report Server 15.0.1122.94 – Web Portal (/Reports) returns HTTP 503 after upgrade

[Bug] Power BI Report Server 15.0.1122.94 – Web Portal (/Reports) returns HTTP 503 after upgrade; root cause: managed assemblies are delay-signed

Hi,

Environment

OS: Windows Server 2022

Catalog database: local SQL Server named instance (SQL 2022 family)

Version before upgrade: 15.0.1121.x (Aug / May 2026)

Version after upgrade: Power BI Report Server 1.27.9767.40555 (Build 15.0.1122.94), released 2026-09-29

URLs: http://<internal-ip>:<port>/ReportServer and /Reports

Symptom

After upgrading, /ReportServer (the folder/file view and SOAP endpoint) opens normally, but /Reports (the web portal) always returns "HTTP Error 503. The service is unavailable." Restarting the service and running a same-version Repair both had no effect.

Investigation

The RSHostingService parent process is alive, but its child processes RSPortal.exe / RSManagement crash ~1 second after startup and are restarted in a loop (crash loop), so there is no live process serving the portal → 503. ReportingServicesService.exe stays alive, which is why /ReportServer works.

The RSManagement log repeatedly shows:Failed to load file or assembly "Microsoft.ReportingServices.CatalogAccessInterfaces, …, PublicKeyToken=89845dcd8080cc91" … strong-name validation failed (HRESULT: 0x8013141A = CORSEC_E_STRONG_NAME_VALIDATION_FAILED)

Ruled out a CLR profiler / APM hook: no COR_* / CORECLR_* environment variables are set, and no Dynatrace / AppDynamics / New Relic / Datadog agent service or process is present.

Running sn.exe -v on the installed DLL confirms:C:\Program Files\Microsoft Power BI Report Server\PBIRS\…\Microsoft.ReportingServices.CatalogAccessInterfaces.dll is a delay-signed or test-signed assembly The DLL's AssemblyVersion=0.0.0.0, its PublicKeyToken is still Microsoft's 89845dcd8080cc91, but it is missing the final strong-name private-key signature.

Key evidence: the installer PowerBIReportServer.exe carries a valid Authenticode signature — Status = Valid, Signer = Microsoft Corporation. This proves the installer is a genuine Microsoft release; however, its internal managed assemblies were not given a final strong-name signature. This is a defect in the 15.0.1122.94 release pipeline (the final strong-name signing step was skipped), not a corrupt download or a local environment issue.

Root Cause

The RS managed assemblies shipped in 15.0.1122.94 (released 2026-09-29) are delay-signed. The CLR fails strong-name verification when loading them, causing RSManagement / RSPortal to crash and /Reports to become unavailable. Repair re-extracts the same delay-signed files, so it does not help.

Temporary Workaround (verified to restore the portal)

Run as administrator:

(Skips strong-name verification for that public key token. Token 89845dcd8080cc91 is RS-specific and only affects RS assemblies. After Microsoft ships a fixed build, remove the skip with sn -Vu *,89845dcd8080cc91.) After this, the portal opens normally and functions correctly (the assemblies are genuinely Microsoft code, just missing the final signature).

Fix Recommendation / To Microsoft

Please re-release 15.0.1122.94 (or a higher build) with correctly strong-name-signed assemblies. Until an official fixed build is available, affected users can only:

① use the sn -Vr bypass above; or

② roll back to the properly signed 15.0.1121.120 (Aug 2026) — but note the catalog database schema was upgraded by 1122.94, so a rollback also requires restoring the pre-upgrade catalog DB backup and the encryption key.

Thanks, looking forward to an official acknowledgment and fix.

Supplement (for reproduction)

Affected component paths (examples): <PBIRS install>\PBIRS\{ASEngine,Management,Office,Portal,PowerBI}\Microsoft.ReportingServices.CatalogAccessInterfaces.dll (all 32768 bytes, AssemblyVersion=0.0.0.0)

sn.exe path example: C:\Program Files (x86)\Microsoft SDKs\Windows\v10.0A\bin\NETFX 4.8 Tools\sn.exe

Verify installer signature: Get-AuthenticodeSignature <path>\PowerBIReportServer.exe (should return Status: Valid, subject Microsoft Corporation)

Hello,

For a long time, our Power BI gateway server has run without any issues. We recently added a second server to run in parallel with it. Installation was straightforward, and the new server is now part of the gateway cluster alongside the existing one.

During testing, we found that the new server cannot access Microsoft SharePoint locations and returns a timeout error. The only notable difference between the two servers is that the new one is hosted in a different data center. Network tests confirm that the server can reach SharePoint without any problems at the network level.

Thanks in advance for your feedback. You can find the error message as follows:

Error codeDMTS_GatewayIsDisabled, DM_GWPipeline_Gateway_MashupDataAccessError

Connection errorUnknown error

Cluster URIhttps://api.powerbi.com

Session IDfd08afc6-2ed7-41e3-b713-3fe23d79f9e3

Request ID16a0a7d4-aa10-4818-b2cc-af1cc11fe871

TimeMon Sep 28 2026 11:40:16 GMT+0200 (Central European Summer Time)

Enterprise Data GatewayGateway is disabled --> this is the old server, which we disabled to test the new one

DataGateway3243Received error payload from gateway service with ID 739060: The mashup query execution timed out.

Issue: Paginated Report Loses Semantic Model Connection After Refresh

Hi everyone,

I’m experiencing an issue with a Paginated Report.

Twice this week, I found that the Paginated Report could no longer access the Semantic Model in the morning when I started work.

Initially, I thought the issue might be related to a Semantic Model refresh. However, I’m not sure that is actually the cause.

The first time this happened, I don’t believe I had updated or refreshed the Semantic Model before the Paginated Report became inaccessible.

The only thing I can confirm is that the Semantic Model itself had not been updated or changed.

Has anyone experienced a similar issue where a Paginated Report suddenly loses its connection/access to the Semantic Model, even though the Semantic Model has not been changed?

Any suggestions on what could cause this or where I should check would be greatly appreciated.

Thank you!

When opening the report, I receive the following error:

"Python visuals are currently disabled in your organization."

I found documentation describing the"R and Python visuals" tenant setting in the Power BI Service / Fabric Admin Portal, but Power BI Report Server does not have a corresponding tenant configuration.

My questions:

Are Python visuals officially supported in Power BI Report Server September 2025 (and May 2026)?

If yes, where can they be enabled or configured on PBIRS?

If not supported, is there any official Microsoft documentation that explicitly states this limitation?

Has anyone successfully rendered Python visuals in PBIRS September 2025 (and May 2026)?

I am specifically asking about Power BI Report Server (on-premises), not Power BI Service / Fabric.

Thanks in advance for any clarification or official references.

Navigate Between Multiple Power BI Report Server Reports Inside Power BI Mobile App

Hello everyone,

We are using Power BI Mobile with an on-premises Power BI Report Server.

We have multiple Power BI reports, and we would like users to navigate from one report to another using buttons inside the reports.

For example:

Report 1 → Report 2 → Report 3

Our goal is to keep the navigation inside the Power BI Mobile app.

Currently, when we use the normal Power BI Report Server report URL in a button, the link may open through the mobile web browser instead of opening the target report directly inside the Power BI Mobile app.

Is there an officially supported way to navigate between different Power BI Report Server reports while staying inside the Power BI Mobile app?

For example, is there a supported deep link, URL format, or another navigation method specifically for on-premises Power BI Report Server?

Please note that we are using Power BI Report Server (on-premises), not the Power BI Service.

Thank you for your help.

Power BI Mobile – “An unexpected error occurred” when opening reports from Power BI Report Server

Hello,

We are experiencing an intermittent issue with the Power BI Mobile app connected to our on-premises Power BI Report Server.

When opening a report in the Power BI Mobile app, the following message sometimes appears:

“An unexpected error occurred. Please try again later.”

After pressing “GOT IT”, the report opens and works normally.

The issue is intermittent. Sometimes the same report can be opened several times without any error, while opening another report may show the error. After closing and reopening the report, it may work normally without displaying the message again.

The same reports work normally through a web browser, and the issue appears to occur only when using the Power BI Mobile app.

I will attach screenshots showing the error message.

Has anyone experienced the same issue with Power BI Mobile and Power BI Report Server?

Is this a known issue, and is there any recommended solution or configuration change?

Thank you.

Hi all, good afternoon.

I am facing a problema. I have a base that's a spreadsheet that's in the sharepoint. I have a link. When I use a PB Desktop RS, the comunication works, but to update I need to click on the update button. Ok. Not a problema.

But, when I upload the PBIX to the corporate RS, it doesn't communicate with the sharepoint. Ok. On the Microsoft documentation says that it would be working.

But, does anyone have a idea ou a experience and got a solution? I tried to put the file on my computer, but liiks like the RS doesn't get a communication. It's seens to be a communication problem between RS and computer.

Thanks
