Thank you for your sample! Have you tried this with the Azure Maps Visual in Power BI? Azure Maps may have the polygons included. When I try the sample Search for boundaries - Azure Maps Web SDK Samples and search for "azerbaijan" it does find the country and the region polygons seem to be shown there as well.
