No puedo hacer que la función ALL() funcione, ¡Ayuda!

He creado una medida "RowCount" que quiero usar como denominador en un cálculo. Pensé que la función ALL() ignoraría eliminar el filtro para "Nivel de riesgo", pero aún muestra el total por "Nivel de riesgo". ¿Alguna idea? También intenté usar CountRows() en lugar de Count(), pero sigo obteniendo los mismos resultados.

calculate(count(Table[Status]), filter(all(Table), Table[Status] in {"Open","Risk Extended", "Remidated - Review Pending" } ) )
