Individuals can make a self-service purchase online from the Power BI website or from in-product purchase prompts. But you need to pay it monthly.

According to the document, if you want to create subscriptions for reports and dashboards in Power BI Service, you need requirements as below.

Subscription is not a paid feature, what do you mean by subscription? Does it mean purchasing licenses?

If you are a member of the Global or Billing admin role in Microsoft 365, you can purchase Power BI licenses in the Microsoft 365 admin center. Purchase services - Microsoft 365 admin center

P SKUs (P1-P3) for embedding and enterprise features. The commitment is monthly or yearly, it is billed monthly and includes a license to install Power BI Report Server on-premises.

EM SKUs (EM1-EM3) for organizational embedding. The commitment is yearly and it is billed monthly. EM1 and EM2 SKUs are available only through volume licensing plans. You can’t purchase them directly.

Select the license you need and click Details. And then you can see:

Power BI Pro / Premium P1/ Premium P2/ Premium P3/ Premium Per User/ can be paid monthly or yearly.

Premium EM3 can be paid monthly.
