Yes, if you connect using ODBC, it will only import data. In fact, no matter what data source, power bi desktop provides the function to connect to its data and get the data model (that is, the relationship between table), it can't do to import the reports you have successfully created , and in power bi desktop, you can recreate new reports based on the connected data.
So if you want to realize import report ,may be power bi can't support.

ODBC is often used to connect to database, and according to your question, I know you want to realize this function.
So for your question , you should learn how we can connect to database with ODBC. Firstly, you can create a ODBC connection for Cognos TM1 database. You can refer to this document : Administer ODBC data sources (microsoft.com)
Then connect to the ODBC data source in Power BI Desktop. This docs shows you detailed process: Power Query ODBC connector - Power Query | Microsoft Docs
For your second question, you can able to use ODBC connector or web connector in Power BI Desktop to connect to Cognos TM1 database. For ODBC ,it is a protocol that you can use to connect a Microsoft Access database to an external data source, so that you can create report in power bi desktop with these data, it can’t get report directly. For TM1py, what type of connector is this? Is it a custom connector? Could you please briefly introduce it to me?
