To my knowledge, you could not change the theme for a report in power bi service. It is only available in power bi desktop.

Power bi desktop is a report development tool, it has the full feature for creating the report.

In power bi service, you could use existing data sets to simply create reports, but you couldn't create measure or column, change the theme and so no.

As mentioned by document provided by Fowmy, you can use json file in power bi desktop  and publish it to power bi service. When you pin tiles to dashboard fro report, you can use destination theme or keep current theme.
