subscriptions on premium capacity
can a free license user subscribe a report which is hosted on premium capacity ?
example report name "report1" is hosted on premium capacity worskpace name as "workspace1" and user "David" do not have Pro license . if David wants to subscribe "report1" , can he do that?

Based on the description, when designers publish the content toa workspace backed by a premium capacity, user with a free license with viewer permissions to subscribe a report.
