share report, not data set

Go to dataset settings in Power BI Service and choose options permissions.
Here, you need to add a user so that user has access to data in this dataset.
But make sure to deselect all options on this step.
"Allow recipients to modify this dataset" would enable user to edit/change dataset. So make sure this option is unchecked!
"Allow recipients to BUILD content with the data associated with this semantic model" would enable user to connect to this dataset via Power BI or via Excel and get all data. So make sure this option is unchecked!
Now, you can add that user as a viewer on this workspace.
User will see reports and dashboards, but not dataset (so user can't download dataset).
Alternative is to create App based on workspace.
By doing this, you grant users access to app, not to workspace. In app you can define what you want to show to end users (which report, dashboards).
When adding users to app, there is also advanced option where you need to uncheck "BUILD" permissions to dataset.

One method: Share a report via link:
In a list of reports, or in an open report, select Share.
and don't choose build.
Two method:Manage permissions to a report.
To manage permission and manage links that give access to the report, select More options (...) in the upper right of the sharing dialog, and then select Manage permissions:
To grant users direct access to the report select the plus icon (+), enter their name or email address, do't choose it.
