share dashboard sends two emails
When I share a dashboard with someone it sends the '[User] has shared Power BI dashboard .. with you' email to them twice.

I can't reproduced your issue. It sends only one mail to my shared user. Please check the audit log to see if the ShareDashboard activity occurs twice. See: Using auditing within your organization.
