restrict publishing dataset to workspace

As of my last knowledge update in September 2021, Power BI does not offer a granular permission setting that allows you to restrict users from publishing datasets to a workspace while still permitting them to publish dashboards and reports to that workspace.
Workspace permissions in Power BI are typically granted at the workspace level, and users with access to a workspace can publish datasets, reports, and dashboards to that workspace. There isn't a built-in way to differentiate permissions between these different types of content within a workspace.
However, you can implement the following workarounds to achieve some level of control over dataset publishing:
1. **Workspace Admin Controls**:
- You can designate certain users as Workspace Admins for a particular workspace. Workspace Admins have more control over the content within a workspace, including the ability to publish and manage datasets. By limiting the number of Workspace Admins, you can control who has the ability to publish datasets.
2. **Data Source Permissions**:
- Consider managing data source permissions. If your concern is related to data source access, you can control access to the underlying data sources. Limiting access to data sources can indirectly restrict users from publishing datasets because they won't have access to the data needed for the datasets.
3. **Dataflows as an Alternative**:
- Instead of allowing users to publish datasets, you can encourage them to use dataflows. Dataflows allow users to create reusable data transformations and store data in shared datasets, which can then be used in multiple reports. Dataflow creation can be controlled separately from dataset publishing.
4. **Governance Policies**:
- Establish governance policies and guidelines within your organization that encourage best practices for dataset publishing. Educate users on the importance of data source management, dataset naming conventions, and collaboration within workspaces.
5. **Regular Auditing**:
- Regularly audit the contents of your workspaces to ensure that users are adhering to your organization's policies and guidelines. If you find any datasets published without authorization, take appropriate actions to manage them.
