The issue is reported internally last year: CRI 198625130.
Engineer's Response：
Although the behavior is confusing, it's by design: the three border properties (Color, Style, Width) can be applied to individual borders (top, bottom, left, right) or all borders, but user can only apply style in two steps:
- choose the border style/color/width
- click on the border to apply it as the text underneath suggests it: "The selected border style can be applied by clicking the presets, preview diagram or the buttons above".

Work-a-round.
Set the matrix border properties; BorderStyle (Default) = Dotted, BorderWidth (Default) = 0.25pt
Set the rectangle border properties; BorderStyle (Top) = Dotted, BorderWidth (Top) = 0.25pt
Still looks like crap but at least the line width is the same or appears the same :}
