"Update App" button/menu not appearing in one of my workspaces

We have a set of 3 workspaces in a pipeline.  Today, 3 of us, located in US and in India, find the "top menu" on the dev workspace does not show when we open the workspace.  It should have View deployment pipeline, Update app, Manage access, Workspace settings.

All other workspaces that I look at are just fine.

The dev workspace - all semantic models have the Include in app button grayed out and set to No.

When I cut/paste the workspace URL to go directly to the Update App page, it shows just an icon in the middle of the Power BI frame.

Oddly, if I go to PRD workspace then navigate through "Workspaces" to dev, I can see 3 things: View deployment pipeline, Manage access, Workspace settings.  But still not Update app.

If I try to go to the pipeline from PRD, from "Deployment pipelines", or from DEV, again, just get a frame with an icon in the middle.

Anyone else have a similar issue?  Any thoughts?  Seems to me very much like something only Microsoft can resolve.  I submitted a ticket - if they don't resolve it quickly, I think we are looking at re-creating the workspaces from scratch.

Also, I can open reports from the Dev workspaces using the report links, but using the links that were insid the App gives this error: Power BI was unable to read the application metadata..

The Microsoft support team got back to me yesterday afternoon, saying it was a bug and it was fixed. The issue is resolved. Note that we confirmed the issue existed through yesterday morning.

We are asking them for details about this bug, but I'm not expecting much.

We have a Microsoft ticket open for this.  Note that for a couple of reports, we can open them with link to the report, but the links that go through the app give this error:

Power BI was unable to read the application metadata

I have many years and hours working with Power BI across many workspaces, and I have never seen anything like this before.  It appears to be some kind of corruption in the service.

I just checked, and the issure is still there today.

I was Admin on this site and saw this issue.  I changed myself to Member, and it was still the same.

Hi,@tlaresch2 . I am glad to help you.
I am glad to help you.
This looks very strange.
Could you please reduce the scope of the problem by checking that the relevant settings below are successfully turned on?
1. Check permission settings: Check that you and your team members have sufficient permissions in the development workspace. You need to have 'admin' or 'member' permissions to see and use the 'Update Application' button.

2. Check that the Tenant Settings setting in the Admin portal is turned on.

3. Try clearing your browser cache and logging into your account to see if that alleviates the problem.
We hope you find the following issue helpful.

I hope my suggestions give you good ideas, if you have any more questions, please clarify in a follow-up reply.
Best Regards,
Carson Jian,
If this post helps, then please consider Accept it as the solution to help the other members find it more quickly.

1. I have tried this with Admin and with Member permissions.  So has my colleague.

2. Admin settings are good - we have many workspaces that work fine.

3. Clear cache, other browser - does not help.  Happens on multiple machines, Edge or Chrome.

URL1 - does not seem to be the same.  The URL has "Included in App" buttons active - ours are all gray/disables.

URL2 is button grayed out - our is completely missing.

Thanks for your effort.
