Could someone confirm if what I'm experiencing here is intended behavior? I wasn't able to find that documented anywhere.
On a report that I've authored, I can use the "See Records" feature with no problems on the web. However, for users who I've shared a dashboard with tiles from some report with, they can view the report fine, but "See Records" is always greyed out.
Is this a bug or a feature?
The report is contained in a group workspace which the users shared with are not members of - in case that matters.
Also, in case this turns out to be by design, I would like to know under which circumstances it would be possible for such users to "See Records".

@mthierba Would you confirm with the end user that after they click the tile and navigate to the report page, that they are clicking on a visual within the report "before" they select "See Records"? They need to select a particular visual before the option is enabled, but they should be able to select it.
@Seth_C_Bauer I had actually tried this myself, logging in as a different user, so I could be confident it wasn't a user error. However, since your answer suggested that this was something that should be working, I now went back in and did a browser page refresh (which oftentime seems to solve problems with Power BI) - and there you go - after that "See Records" was suddenly available as an option. What I had done before was to interact with the report only immediately after accepting the sharing invitation, i.e. still inside the very first session. Presumably, that was the limiting condition then. I've noticed before for instance errors coming up when a user navigates to a newly shared dashboard for the very first time. These things are quite unfortunate when sharing content with executives.
