"Export To File for Power BI Reports" - Getting NotFound and FeatureNotAvailableError

I’m hoping someone here can help me troubleshoot this issue.
I’m trying to build a simple Power Automate flow that exports a Power BI report to PDF using the "Export To File for Power BI Reports" action.
My setup:
The workspace is Premium Per User (PPU), as shown in my screenshot.
The user running the flow (myself) has a PPU license and full access to both the workspace and the report (screenshot attached showing license and account details).
The Power Automate connection is using the same account (see screenshot from Power Automate connections page).
What I’ve tried so far:
Verified that the workspace is Premium Per User.
Confirmed that the report is published and fully accessible in Power BI Service (I can open and export the report manually to PDF from Power BI Service without any issues).
Created a brand new flow with only a manual trigger and the export step (no filters, no email step).
Recreated the Power BI connection in Power Automate.
Signed out and back in from both Power Automate and Power BI Service.
Tested running the flow in an incognito browser session to avoid tenant conflicts.
Verified that workspace ID and report ID are correct (taken directly from the Power BI Service URL).
Tried exporting a different report in the same workspace with the same result.
What happens:
Despite all this, I consistently get a "NotFound" error, and when checking the raw outputs I also get "FeatureNotAvailableError".

Hi JohanClaesson Currently, the Power Automate 'Export to File for Power BI Reports' feature is only available to users with a Power BI Premium capacity license (which requires at least one Premium workspace). It is not supported for users with a Premium Per User (PPU) license.

While PPU supports many features of Power BI, the export API sometimes enforces stricter licensing requirements, especially if the tenant settings or capacity assignment isn't fully aligned. One thing you might want to double-check is whether the Export to File API feature is enabled in the Power BI admin portal for your tenant.
Additionally, make sure that the workspace is not only marked as PPU but also fully assigned to a PPU capacity, as certain backend processes may still rely on capacity association. If everything appears correct and the issue persists, it might be worth opening a support ticket with Microsoft, as this could be an edge case or a backend configuration issue. You're definitely not alone others have run into similar issues with the API on PPU setups.

We had the same problems with the Export to File API. The Microsoft solution is a Premium / Fabric capacity with assigned workspaces.
If your use case is report bursting and if you are open to third-party solutions, take a look at BI Helper https://bihelper.tech or at the Microsoft AppSource store Business Apps – Microsoft AppSource.
