I developed a report (Report A) that connects to a dataset of another report (Report B). So when I publish Report A the visual that has data from the connected dataset in Report B, the user gets "Couldn't load the data for this visual."
The dataset of report B does not have RLS. I can view it. I have permissions on Report B, but the other user only has permissions on Report A. I tried creating a cloud gateway with a service account and my own credentials, but the user still gets the error on the visual even with the gateway assigned to it.

I think you need to add the user permissions to the semantic model for Report B which should allow the user to view the visuals.
