I created an App from a workspace with permissions granted to "Entire organization". When I send users a direct link to a page within the App, the first message that appears is an error message saying "Sorry, we couldn't find that report" but immiediately after they refresh the page they can view the report page.
All users have permissions to report in the Workspace. This seems to have started recently.
I also added "Additional Audiences" to the App for specifc groups within the organization, but they still have this error.
Anyone have experience with this?

Could you wait up to 15 minutes to try again?
Also what happens if they try and access it via the URL link?
And what happens if the users try and access it via the apps link in the Power BI Service?
