1. I would like to know can I download the xlsx excel file from my workspace? Because I cannot find any bottom to download the excel file I have uploaded to power BI service.
2. Can I make a bottom or if there is any way to generate different printing report format without making a new report or dashboard?let say I want to have a bottom embedded into the powerbi report that can generate a designed excel report

If you upload an Excel Workbook from your PC you cannot download it and edit it from what I can see.
What you could do, is to have the Excel file stored in OneDrive for Business or OneDrive personal, and then connect to the data in the Power BI Service via OneDrive.
That will then give you the ability to grant permissions to other users via OneDrive, where they can then access the source Excel file, and update as required.

Regarding the second point, in my opinion, there is no way to do it. The most convenient is still to download departmental templates online, then according to the templates, import your own data and create reports before publishing them.

There is not a button by default. To export data from some visuals in the service select the elipses in the top right corner and then select "export data" like this:
