I'm afraid you need a non-personal email address. Please refer to service-self-service-signup-for-power-bi#what-you-need-to-sign-up and service-self-service-signup-for-power-bi#what-if-you-want-the-full-power-bi-pro.
Regarding "you could not access Office 365", at least you have to have an Office 365 subscription.

I understand that you need a non-personal email address, but what if you are a company that doesn't have Office 365? Surely there must be a way to purchse PowerBI without having an Office 365 subscription?
