publishing to preview workspaces throws error, even though publish succeeds

I created the workspace and am an admin, and the publish succeeds - but I get this error in Desktop:

"Sorry, you don't have access to publish to this workspace. Please contact the owner for access".

I'm having the same problem at a client. In both cases, there are a mix of users with access - AD groups and individuals. It's not a good look.

I have had that happen intermittently in the past, but not recently. 

Just one question, do you have the last version of Power BI Desktop installed?
