publishing dataset

I've spent half the afternoon onto support and they can't get to the bottom of it. I have done some more messing and  *think* its to do with an admin that isn't a dataset owner trying to republish the model, with the tenant settings that block this action being enabled. It was as if the service thought the dataset was being refreshed by him for the past four days, and no-one could publish anything. Unchecking that setting in tenant settings and having him republish, to complete whatever stuck-loop powerbi was in, has seemed to do the trick.
