publish to web but missing filters?

i tried 2 different versions of publish to web and got 2 different types of links

app.powerbi.com/view?r=

app.powerbi.com/reportEmbed?reportId=

1) shows report without filter area but shows to public

2) shows report with filter but gives a login to view report

can i not have filters on my public report? if so how?

And when you embed report in web page, you need to login at first, this is by design

You could refer to

Easily embed secure Power BI reports in your internal portals or websites for details.
