I agree with Anonymous. You could try Power BI report server.
- For Power BI report server, it can be deployed in on-premises or hosted cloud. However, we need the license of Power BI Premium or SQL Server EE with Software Assurance (SA) while using it. I add a few documents that you could reference to learn more.

Comparing Power BI Report Server and the Power BI service
- For report templates, it is a on-premises file actually. I think it is same as pbix file for your current situation. If you want to share the files with your organizations and don't publish to Service, maybe you could upload to your shared folder or OneDrive for Business and other similar tools.
