Just checking in to see if the documentation and guidance shared by lbendlin earlier helped you move forward with creating a gateway for your Power BI reports using the PPU license.
Since your Azure Storage account is behind a private endpoint and you're hosting reports via App Service, please ensure the required VNet data gateway setup and networking prerequisites are in place as outlined in the shared reference.
Let us know if you’re still facing the license capacity being greyed out or need help validating your current setup happy to assist further!

Not yet still looking any way to create gateway with PPU license only as premium is too expensive for us

is there any workaround if we don't wanna move to premium capacity due to cost and have PPU license only

There is not. VNET gateways consume CUs, they require a Fabric enabled SKU.

Just checking in to see if you had a chance to review the response shared regarding your question on gateway usage with a PPU license.
As posted by lbendlin earlier, VNet gateways require a Fabric-enabled SKU and do consume capacity units (CUs), so they aren't supported under PPU licensing alone.

i am able to create the Vnet gateway but not getting how to connect my semantic model to it and my source is azure storage account blob with private endpoint

In Power BI Desktop, connect to Azure Blob Storage using the same credentials.
When you publish the report to the workspace, go to:Settings > Dataset > Gateway Connection
You’ll see a list of configured gateways
Select the VNet Data Gateway that can reach your Blob Storage via private endpoint.
You may need to configure Data Source Mapping:The data source path in Power BI Desktop (e.g., https://myblob.blob.core.windows.net/)
must exactly match the source defined under the gateway.
If needed, go to Manage Gateways > Add Data Source and map the blob source in the VNet Gateway.Hope this helps !!

Just checking in on your progress with connecting the semantic model to the VNet Gateway. Were you able to map the Azure Blob Storage source correctly under the gateway settings and align the path used in Power BI Desktop?
