power bi dashboard access with row level security

I want to create an application with a login page and credentials saved in the database after login and username with any domain or organization like Outlook, or Gmail others access the dashboard with row-level security. is this possible, if yes can we achieve it on-premises or Azure AD. 
and if not possible please suggest a flow with this similar context. thank you.

As far as I know, PowerBI can only achieve the RLS effect you want, see the following documentation for details: Row-level security (RLS) with Power BI - Power BI | Microsoft Learn .
